It's still possible for it to happen again, unlikely maybe. For something with fast currents like that, it'd have to be below zero for at least 2-3 days before it would even begin to freeze over.

I live in Niagara Falls.. It didn't freeze completely over. Certian parts of it froze yes, but it hasn't frozen completely over in like 100 years
