I don't fully understand why this happens in the movie, is it because his arc reactor takes the power from his staff?

I think it's because it touched the arc reactor instead of Tony, and for some reason the staff has to touch them right there so it wouldn't work.

It needs to touch where the heart is, but since the reactor is there on Tony, it doesn't work.
