They haven't even completed the inside of the hotel. Construction stopped a while back.

That isn't open nor is it done with construction despite being over 20 years old.

It is. There is no point of north korea having a hotel, because there is a very low likelihood that they'll get many visitors, considering the country's poor conditions

North Korea actually allows people into NK... Except for South Koreans and Americans... Check it for your self on Wikipedia...
