Not a fan of the parenting here, she probably feels bad enough for doing what she's done let alone her father embarrassing her in front of the neighbours and whoever drives past

If she is angry at her dad for punishing her, then she isn't understanding why he does it. So, she probably thinks she did nothing wrong.

I would be angry if my father was embarrassing me, honestly I get why the father is doing this but it could have been dealt with much better with more privacy given to the girl.

Totally agree with making her shovel the sidewalk but shouting the reason for the world to hear is not appropriate.
