Because English is cobbled together from many differnt languages. That's also why we have so many stupid rules. When English was first being standardized, rules were added from respectable languages to give English some validity. Never ending a sentence with a proposition comes from Latin, where the rule must be used for the sentence to make sense, but in English it doesn't make any difference to end a sentence with a proposition or not. English also has the most recognized words out of all other languages, over a million, and English is noted for being the most hardest language to learn because of all the "rules" and exceptions (because most our words are from other languages) to spelling, grammer, structure and so on that must also be learned for English to make sense.
