i agree with this, though there will be other tenants that think they have the right to use someone else's car space regardless

But why take up the space knowing you aren't going to use it and somebody else COULD use it? It would be like going to McDonalds (or whatever restaurant/fast food you wanted) and ordering 2 hamburgers. You pay for both of em and go sit down and barely get through one of them. They are already paid for so you can't return the second one, but right outside the door you see a skinny homeless guy. Rather than give the hamburger to the guy that COULD use it, and would be grateful for it, you decide that since YOU paid for it, nobody else should benefit from it and you throw it in the trash. Oh and then post a sign on the trashcan saying "Do not remove hamburger, I paid for it, it is mine!"

Because, ONE, they most likely have their own space for which to park their vehicle, TWO, it could be argued that taking a space that you're not paying for is stealing, THREE, how do you know that they don't actually own a car, and are just putting the toy car whenever the realm thing is being used, and finally... FOUR, you need to rethink the logic behind your example.

Why not let someonelse use it if not using it?

This seems more like a passive aggressive move aimed at the apartment manager/owners. They have to pay for a space even though I'm sure they've argued "we don't have a car, why do we have to pay for a space?"
