There are small starfish not baby starfish.. it could be both.
I remembered that starfish had an asexual reproduction, which would mean no babies (they cut an arm off and from it it grows another starfish)
So i did my research and found out that starfish can reproduce both asexual and sexually.
So yes, those are babies (probably)
But dude, you shouldn't believe everything the internet tells you without verifying it.

We have an aquarium too and these small white things grow more and more arms and then start to part. Which means one starfish suddenly becomes two.
You have to get them out of the aquarium or otherwise you'll have an invasion of starfishes.
