Arguably though the "coming in peace" was a declaration of space exploration away from the history and problems on planet Earth. Previous nations traveled the globe, planted a flag and stated their intention to own that land and to defend it in their nation's best interests. This precedent and it's message will far outlast any hangups the US has about Vietnam War. In fact it's even more remarkable because of what was going on at the time. Carl Sagan's quote is thought provoking yes, and I'm not a US citizen so I don't have any patriotic issues with what he's written but I think this was a good message to plant on the moon if you were to consider the alternative.
