Cats do what they want…

It belongs to someone, hence the collar. But I guess the owner lives near the park so it just roams around.

Yeah but were I live cats do not have a collar? They just go out the house when they want and come back when they are tired or hungry. They don't wear collars so I am a bit confused :)

Then people in your neighborhood must trust their cats to come back home because collars are just in case their cats get lost since it has their address and phone number. Usually.

Well but it's not just in my neighborhood usually it's everywhere I've ever been? But well :)
