Frédéric Auguste Bartholdi designed the thing in 1870. Either the dating is wrong, or all these soldiers are from the future.

As I suspected, it's from 1918. Didn't these soldiers have a war to fight or something?

Give me your tired, your poor,
Your huddled masses, yearning to breath free,
The wretched refuse of your teeming shore,
Send these, the homeless, tempest tost to me,
I lift my lamp beside the golden door.
