I just tried this, but it didn't seem to work extremely well...It did make a blueish sort of color light but nothing seemed to really "glow" as normal blacklights do. It could be that my phone is white vs black or that i used somewhat translucent vs transparent tape but it's still pretty cool
Well, there's also translucent tape (it looks sort of milky in color) so invisible tape is what they mean.

Black light is ultra violet light, which is a different type of light that emits a longer wave than normal light.
Black light is also invisible for the human eye, which means you can only see the source of it, not the light itself.
With this you get a semi-blue-coloured light, but puting a filter of colour ln a white light doesn't coverts it's wave lenght.
If you still think this could work, think about concert/partt lights. They put a coloured lay of a colour in front of white light and create those colours. But it is not UV light.
