Nah, it does melt faster, but that is due to the fact that your body heat warms the air coming out of your mouth, which, in turn, warms the ice cream

Forced convention (blowing/wind) will always help objects reach equilibrium faster. Since ice cream is generally colder than air temperature (and certainly colder than your breath), it will indeed transfer heat (energy) to the ice cream, thus making it warm up to equilibrium quicker.
