Basically, this guy is walking his dog, but his dog fell in the water and the guy hasn't noticed and is just dragging the dog through the water. And then there's an a**hole behind them who decides to take a picture, and then ask his/her friends if he/she should say something, ignoring the fact that the dog could potentially be drowning.
