I am so glad that it isn't true!! but this shouldn't even be an issue in the first place, it'd be one thing if he was infringing on his custody rights i.e. showing up places at the wrong time and taking him or not giving him back at the right time
To clarify for most of the people that are too lazy to look stuff up. There was a law that removed a lot of the "safety nets" for parents that fall behind on child support. Previously, a parent could not pay for X amount of time and as long as they paid in full at some point in the future, it was all considered fine. So a lot of people were doing just that because it allows them to hold on to their money longer, and also causes an inconvenience for the other parent that probably relies on that monthly income.
By removing the safety net, it stopped all the parents purposely withholding child support to pay at a future date, but also negatively effects all the parents that happen to fall behind on child support for any other reason.
The guy involved was BEHIND on child support. He didn't overpay at all, he just paid up what he already owed. Whether it actually got changed without him knowing is another story.
