Not a cool idea, unless these dogs have a carer and are allowed to go outside, roam around etc. And it'd be good if they didn't get rid of them when they grew up but kept them even when they were adults, otherwise I can see abandoned dogs/neglected dogs.

They're local shelter dogs and of course they get cared for. It helps socialize them and get them ready for adoption
Canada treats shelter dogs differently than in the states because we don't have as many. Fewer dogs are put down and more efforts are made to find homes- these dogs would not be neglected just because they grew up.
