Is this even allowed? I mean, to get through American customs you're not allowed to bring stuff like that from other countries? Let alone send it. Is it not like that in other countries?

The soil could have the seeds of foreign plants, the spores of foreign fungi, or foreign insects. Invasive species can really destroy an environment. The soil could also spread foreign diseases. But it's more precaution than anything, since it's really hard to get rid of invasive species once they've spread everywhere.
