I also have boobs and I truly can't understand why bras and strings aren't accepted. It's the exactly same as lingerie but I can get wet without making you look weird.

It is because we don't like to show off as much of our bodies as we do in bras and panties but we do when we are almost certain they will fall off.

why can men take off their shirt in public and women cant?

Because the girl in the underwear has bigger boobs, she would need more fabric a the beach, the bra barely covers her nipples. Whereas the girl in the bikini has smaller boobs, therefore that bikini, although not containing a lot of fabric, covers them mostly. Also underwear are more see through and less thick, so very impractical for going in the water.
