It's "PHilippines", because the they're named after King Philipp II. of Spain (1527-1598), who was king, when the Philippines officially were discovered. In English the name is written with "Ph", it's not "Felipe"(Es) or "Filippo"(It), therefore it's spelled "Philippines" in English.
It's spelled "Filipino", because it's derived from "las Islas Filipinas", what simply is the Spanish name for the Philippine islands!
They just didn't "anglicize" it;)
