In Australia it's an hour from 8:00 - 9:00 where you turn off your lights.

The reason they don't do it at night is because of the mass amount of looting that would happen, more so if it was an advertised event.

There are some cities with light pollution ordinances where your lights have to be off by a certain time at night, and all streetlights and other outdoor lights are specially designed to minimize light pollution.

How about cars? They will still emit plenty of light. Also street lamps. It would be pretty dangerous to turn them off. I bet it would be the day of most commited crimes ever. Only turning off the buildings' lights probably isn't enough to see the galaxy, so I think it won't work, but it sure is a pretty thought.
