okay now what I need clarified is do they pass these out to people already waiting for a traveler or is this like a thing people randomly do? like hey friend I'm bored lets go to the airport and wave flags at people.

As a Dane, I can say that I have never seen people wave flags in our airports, and I've been in airports many times

When picking up visitors from abroad, I have taken a paper flag or two with me – plus a sign with their name on it.

Well no, that's not true. Some danes do wave flags at the airport to welcome travelers, but that's people like relatives or friends, and not just random people :).
