I would apply it to everyone. But not only IQ test. There are some not so bright ones, that are actually able to raise child

Biological parents should face the same stipulations as adopting parents

I dont want to be the spoilsport but you cant fail an IQ test .... and some highly intelligent person can have big mental problems

IQ tests aren't actually indicative of intelligence because there is no concrete definition of being "smart." All of it is highly subjective. Also, since several people consider book-smarts to mean intelligence, I would like to point out that some people who do well in school struggle in real life because they have no common sense.
