The thing is, you have to have the ingredients to make a pie. You also have to have an oven, and a pie pan, and things to mix the ingredients in. And if people are taking the ingredients that you need for themselves so they have extra and can make far more pies than they need, well, you can't actually make a pie. Pie doesn't come from a simple desire to make pie, or have pie. You've got to start with what you need.

Kitchens can be empty with no electricity whatsoever. If people come and raid your pantry and steal all the ingredients and dishes and such, well... It's going to be hard to make a pie.
