Rational thinking neighbor

I have a guess that it's a marker used to hold a spot in a parking lot.

Can't you just run it over?

In Chicago we call it 'dibs'. It can be a chair or a child lawn toy etc placed in a parking spot. Someone actually got stabbed for moving someone else's dibs. Its a big deal here.

I love my small town even more.
