We do vote at 18 and have full adult rights. We can sign our own paperwork and make our own decisions. Drinking was raised to 21 a while ago because there were 18 year olds who were still really immature and making poor decisions. Legally they may have been adults legally, but they hadn't experienced adulthood long enough to know the true consequences of their actions. The 21 law allows us to mature into our adulthood before we make stupid decisions. Also we can drive with an adult at 15 and on our own at 16 so we have that going for us.
