I think what is meant is that ignorance is not knowing, while the illusion of knowledge is not knowing but saying and thinking that you do know (so you stop looking for the answer)

Ignorance isn't intended by some people, if I fed you false knowledge, you would feel that what I've told you is true, especially if I backed it up with "evidence"
