No. Just no. The internet is an international community, and we WILL NOT condone rascism or really any unwarranted hate. This post is about someone's artistic skills, not the person they drew. And either way, people are people. You can't tell anything about his intelligence from the drawing, and the amount of melanin he has is in no way related to who he is or will be. You are a shame on the internet, and on the human race as a whole. Learn to respect people, or they won't respect you.
