They may mean the thirteenth of april. Depending on where this subway is, they could be writing the date before the month as some places do instead of date, month, year like you and I are familiar with.

This took a long time to realize that "all ofs" is meant as olives. I was reading this as "All ofs olives", as in, "All of our lives", meaning, a proposal.
My perpetual headache is bordering on migraine...
