If you watch the special features on the dvd of the first season. When talking about the origins of the different iconic villains they talk about the joker and start talking about that scene.

Yeah. I think they want it to be more of a slow reveal type thing. But its already he's the joker. As well as the current season has been showing him with more and more joker like tendencies as well as the classic laugh
