barge owners used to hang them down the outside of the boat so when they go through narrow locks or waterways the barge doesnt get damaged on the side of the wall or other boats. They are normally bigger than a cricket ball.

No, it's the Content-Aware fill from photoshop, probably to take out the 9 gag watermark or something similar
