I think tony goes a little bad there for a while. In avengers aou Wanda said that he'd doing anything for his friends, anything. So I assume he starts doing things that aren't necessarily good and cap has to get him to stop

I've got the novel adapted from the graphic novel. Basically, there's a massive explosion that occurs as a result of "The New Avengers" and they wipe out 900 people, of whom most were children. People don't like this, and the government proposes a superhuman registration act, where heroes have to reveal their identity. Cap doesn't like it, Stark supports it; they split the avengers and all heroes in half.
The Punisher joins Captain America, but gets kicked out when he kills super-villains who are also anti-registration.
Then he refuses to fight back when the Captain's beating the shit out of him.
