In England we call them 'full stops' so I didn't really get how a white dot represented a period at first

Period is a play on word. The kid thought of the grammar period when his sister was talking of her biological period, indicating she may be pregnant to which the parents reacted on the ylway they did, and because the neighbor shot himself, we can infer he impregnated her.
