Please correct me if I'm wrong but are you asking if the discs act as their reproductive organ? If that's your question, then no, the discs don't serve that purpose.

No, I thought it would be like the spikes that snakes have to help them hold on during coitus. But I decided to go for something else entirely for comedic value. But now I realize that Tug of War is also innuendo. But what are the adhesive discs for? Are they to help latch onto other fish in general?

Yes, functionally they help them stick to substrate. Be it other fish or human fingers.
