The EPA accidently released millions of gallons of waste water into the Colorado River this month. That's what happened here.

They opened a mine that had been closed for decades, all that waste that accumulated over the years was released in the river when they opened, thus the "accidentally". The cocktail of metals and minerals in the contaminated water was enough to create this huge mess. The farms that use the water for their crops cannot touch it, so that's another problem.
