do you mean only one man in the world is allowed to collect leafy sea dragons or sea dragons in general because they sell sea dragons at my local pet shop
Only one person can collect any type of sea dragons from the wild. They mainly are only kept in aquaria because of their hefty price tag. Your pet shop probably sells their close relative the sea horse - otherwise it would be highly illegal...
I went diving for the first time this summer and my mentor showed me several corals and sponges and let me touch them (very soft). After a while she picked up a brown stick. I was just assuming it was another kind of sea plant but suddenly it curled around her finger and it turned out to be a sea horse.
