You can see scaffolding still in place in the second picture so my guess is yes, it took a really long time.

They powerwashed the city hall in my city...so now the top is glaring white and the rest is, uh, modern.

in the photo it looks like brick, so i imagine while it looks nice when we imagine it as brick, in person in real life it was probably more obvious that it was buildup and less attractive. but yes, before i scrolled down i liked it thinking it was brick

In the first picture the sunlight is facing the back of the building making it darker then it really is and visa versa for the second picture.
