Serious answer: cats actually do his because they get overstimulated- they get so happy that they respond seemingly aggressively. It's like Agnes with the "it's so fluffy I wanna die" thing :)

It's also because a cat showing you their stomach doesn't always mean they want to it to be pet, they're showing their trust in you by making themselves vulnerable. That's also why they slow blink to show that they trust you to not attack them while their eyes are closed.
