It's not more popular, because just that small piece of foil/plastic adds to the production cost of the drink, and most companies don't want to use more money unless they absolutely have to

Plus it's not hard to wipe the top down real quick if the can is dirty. Stop being little babies and stop worrying about germs all the time. The more you try to avoid germs the weaker you're immune system becomes.
honestly after working in places where things like this are stored before going on the shelf, i can see the merit to this. that lip really is a nice place for gathering droppings.

There have been accounts of people contracting a disease called leptospirosis from can lids after infected mice peed on them. Lepto is a horrible disease with a high mortality rate, so I definitely see the point of the foil covers. It's not just about germs.
They do this because it's sent a cross oceans on huge ships. There are a lot of mice and bacteria growing in the ships, so they have to put the caps on.
