Please, try getting 'Side Tracked' and all quest achievements without leveling up AT ALL. Then try it with level spawning off (all enemies levels are randomized).

I did that with a character and he defeated Alduin with little or no effort
I smashed alduin, i was wearing (the best you can get) daedric armor, and (the best you can get) daedric axe, and in my other hand i have healing hand. ... not like i needed it.

(unpopular opinion) I absolutely hate Daedric armor

just to follow this up, this is the number of attempts it took paragon (a high end raiding guild in world of warcraft) to defeat each boss in the most recent raid (as of posting this comment) on their hardest difficulty.
