True, but I think they're trying to imply neglect to make a point.
I knew a bulldog that spent the first year of life in a cage 23 hours a day, and because of that had no idea how to socialize with anyone, including other dogs, poor guy was stir crazy. He was rescued from that situation, but went to someone who couldn't handle his unique psychological needs. This person put the dog down instead of returning him to the adoption agency. I'm still mad at that person. Moral: Take care to understand the responsibilities of pet ownership BEFORE signing up.

Actually, German shepherds are very rambunctious in young ages, so I think it's normal to put a puppy like that in such. But not that small of a cage, no.
Also, I would be mad too, Jim.
As a dog trainer I think crates are useful tools but not as punishment and I got the impression this person gave the dog to a shelter which is TERRIBLE
