Actually it kills 99.9% of the population of germs upon which it was tested. Also, it's actually the friction of rubbing your hands together that does most of the work (by rupturing the cell membranes of the bacteria).

In the real world, with people not using it properly, it can kill only about 60% of germs on the hands.

Genuinely curious for my health, what is the right way to apply hand sanitizer? To rub for like 30 seconds or rub vigorously?

Rub onto all surfaces of your hands and let it air dry.
