No, he/she is a bad teacher. Their job is to prepare the student for the real world and impart knowledge relevant to the course; ideally the course is pertaining to the student's chosen field of future employment (since the usage of professor implies college). Reinforcing the behavior and thinking pattern of making a game more important than their education, career, or future in general is not doing them any favors.

In that specific case, their playing the game might be considered relevant, so therefore might be in keeping with the things that I mentioned.

Actually, no. I hate homework. It is a waste of time. Tests, however, are not a waste of time.
