So I don't think it's any good trying to convert to different systems so that wouldn't work.
What you could do, is find the average temperature per year in the area in question and work it out from there like so
(For this equation I'm going to be using the temperature 27° as the average temperature in the city:)
(average temp - 0°) * 2
Average temp - and
So in this case
Twice as cold would be -27°
Although I'm not sure if this is much accurate either
