In a world full of magic, where pumpkins can be changed into chariots and mice into horses, some women might have been able to alter their appearance to look just like the princess. Changing their faces and upper body proportions may have been easy for them and would have been there foremost concern. But would they think about changing their shoe size, or would they have known what to change it to? Unlikely. Just an idea.
Ok. There are a lot of mistakes with this film:
-THEY WERE STARING AT EACH OTHERS EYES THE WHOLE EVENING FOR FUCKS SAKE HOW HARD IS IT TO FIND HER.
-THE MAGIC WAS SUPPOSED TO DISSAPEAR AT MIDNIGHT WHAT HAPPENED TO THE SHOES
The thing is, he isn't the one that went around putting the shoe on their foot, he sent some of his men to do it.
I can imagine it being very hard to find someone specific back than. Remember, he didn't have her name, photographs weren't invented yet, and they clearly didn't have a painting of her; so how else are his men supposed to fin her? Even if he gave them a description of her: blond with blue eyes can only take you so far. At least this way, they can take any girl that fits the shoe (and presumably fits a certain description) to the palace for the prince to veto.
But in the end, it's still just a fairy tale, they often times don't really make much sens.
