Cause it's impractical. Get a fish tank air pump, a hose splitter, a few feet of airline, fill your bathtub with hot water (but not too hot), cut the tubing as desired and enjoy a homemade hot tub.

Well what you just described is a jacuzzi or massage bath so your idea is also impractical

They don't have these but they have portable suanas which are kinda like this a little bit. Not a lot but they are both relaxing.
