Well, it was a gift from France and I'm pretty sure it became such a symbol because of the immigrants seeing it on their way to Ellis Island

It was the idea, not the staue itself. And it was Egypt, also she looked different as she was holding a lamp and had a different outfit on.

The point was that the statue was created before deciding who was getting it. So... It actually meant bonds between nations, and it's pretty logic than France gave it to the US. But u know, it means whatever people wants it to mean.

The design of a woman holding something was the initial design, but everything else was different before they turned the design down. They he changed it for America. The statue itself wasn't created yet. And even though bonds between nations was the inital symolbism, it wasnt really held as such a great symbol until the immigrants started coming over, and then it became what it symbolizes today, because of their testimonies.
