Well, usually the bully calls it screwing around, whereas the person getting screwed around with might see it a little different. Only way to find it around is to confront the guy who does it. If he is a bully, this would make it a lot worse.

bullying usually has intent, whereas someone screwing around, if they realized the person they were messing with felt bullied, would feel bad.

It was implied he does this on a regular base, like he could NOT stop it, and this sounds like intent to me.

i get the impression its referring to a one day event... like this one day the kid is wearing the camo jacket and the other kid thinks its funny to pretend he can't see him so keeps running into him to make his joke. kids especially are not great at realizing the joke is wore the fuck out so i still wouldn't automatically group it that way, theres not nearly enough info here to make that call, but i agree the *possibility* exists that it could be bullying.
