Had an instructor in college health class who threw one to a boy in the front row and gave us crap for laughing. She said as potential teachers we should keep them on hand in case a student had a nosebleed. She did the same thing next day with a sanitary pad -- said they could be tied onto and arm or a leg in case of a cut. Can't do that one today though because the design of pads has eliminated the long ends that used to on them.
