Exactly how hot does it have to get to melt concrete steps

It has to be at least 6 hotness. No less. You could melt average stone at maybe 5 and a bit, but proper concrete is at least 6

I've heard you can do it with jet fuel

Jet fuel can make a hotness of 7, enough to melt concrete, but by steel beams, they need a hotness of 9 or more

That does not appear to be concrete
