It's actually an issue with the random seed generator (not sure if that's the actual name) but there's a way to turn of the "random seed generation" not sure if that was only enemy within though.

Xcom 2, it's a chance based, shooter, strategy that takes in all sorts of different aspects to determine the chance of landing a hit. The originals are amazing so I highly recommend it.

A reminder that the game is perma death so no reviving dead fighters (even you're stronger ones).
