This is something most adults know...it's talked about when you get a job and do the starting paper work. For most people, it's easier to give a little more throughout the year in smaller increments than it is to have to pay in. And for people who can't save money.. They have a nice chunk of change to be able to afford those expensive thngs they normally can't buy, thus get excited. Sure there's no interest, but to some it's still worth it
Because during that time, that money is in a bank making interest for someone else. In France, you pay what you owe, your don't pay in advance and get refunds, so the interests are yours.
Most large tax returns are to households under the poverty line with children because of earned income credits and the like. It is not money they paid in. They get it from people who actually pay their taxes and dont get jackshit back. One parent with a couple of kids gets 6-10k back. They dont pay that much in making less than 30k/yr.
